Hong Kong Monetary Authority (HKMA) has appointed Exchange Fund Chief Investment Officer Albert Goh as Deputy CEO of Exchange Fund Investment Office (1/11/25). Albert Goh has 29 years of financial industry & investment experience at JP Morgan, Goldman Sachs, HKMA & Exchange Fund Investment Office of HKMA. Announcement (28/10/25): “The Hong Kong Monetary Authority (HKMA) announced today (28 October) that the Financial Secretary, on the advice of the Governance Sub-Committee of the Exchange Fund Advisory Committee, has approved the appointment of Mr Albert Goh as the Deputy Chief Executive Officer (Exchange Fund Investment Office), at the rank of Executive Director, with effect from 1 November 2025. As the Deputy Chief Executive Officer (Exchange Fund Investment Office), Mr Goh will be responsible for the overall investment management of the Exchange Fund, and will report to the Chief Executive Officer of the Exchange Fund Investment Office.” Albert Goh – Mr Goh holds a Bachelor of Laws degree from the University of Birmingham and a Master’s Degree in Law from Jesus College, the University of Cambridge. He qualified as a Barrister at Gray’s Inn, London and practiced as a Solicitor at Slaughter and May. He joined the HKMA in 2017 as Division Head and was appointed as Deputy Chief Investment Officer in the Exchange Fund Investment Office in 2018. He has been promoted as Chief Investment Officer since 2021, overseeing diversified investment portfolios of the Exchange Fund, with a focus on the externally managed portfolio. Prior to joining the HKMA, Mr Goh was a Managing Director at Goldman Sachs and before that he worked at J.P. Morgan.
